Chemical Agents Directive
The European Commission's Guidance on the Chemical Agents Directive has now been placed on the HSE website. You can access it on www.hse.gov.uk/coshh/ under "Further Information". Note that this is guidance on the Directive, and not on COSHH which implements it.
HSE's website also now includes the full list of Workplace Exposure Limits which replaced MELs and OESs. Previously this was only available in the published and priced version of EH40
.
Vent VOC abatement - environmental protection without creating new hazards
The incorporation of a VOC abatement device into a vent system can represent a convenient method of arresting both continuous and intermittent releases to atmosphere. However stream composition and flowrate excursions, fouling and corrosion can create situations which constitute serious fire and/or overpressure safety hazards. These threats can be managed by correct technology selection, duty specification and system operation.

The Measuring Instruments Directive (MID)
This Directive is currently being drafted by EU member states and may come into force in the UK in early 2006. Manufacturers has been writing a guide to harmonise software examination for type approvals in Europe.

EA CONSULTATION - PPC CHARGING SCHEME
The consultation document outlines a PPC Charging Scheme based on the EP OPRA system. It follows the consultation document on IPPC, consultation on PPC charging and a discussion document on the proposed charging scheme for PPC.
COSHH AND CLAW REGULATIONS
These regulations come into force on 21 November 2002, HSE have produced a summary of the significant changes following consulation in October 2001.

DELAY TO IMPLEMENTATION OF THE DSEAR REGULATIONS
The HSC is seeking a 7 week delay in the implementation of the DSEAR regulations so that comments made during the consultation period can be fully addressed
NEW INSTITUTE OF PETROLEUM PUBLICATION

Their purpose is to harmonise the induction training received by road tanker drivers at each terminal from which they load product, such that a consistent message is delivered. HSE PUBLISH FINAL DRAFT OF DSEAR REGULATIONS
The final draft of the DSEAR regulations have been published by the HSE, it is anticipated that these regulations will come into force at the end of August 2002.

ENVIRONMENT AGENCY - IPC CHARGING 2002/03
The Environment Minster, after considering the points raised by consultees, has approved the EA's original proposal for a 1.1% increase in charges.

PINTO BECOMES COGENT
On April 1st the sector skills council representing the oil and gas extraction, chemicals manufacturing and petroleum industries became operational under the name of Cogent. All Pinto's activities continue under that new identity.

EUROMARKER
A European Commission decision requires all EU Member States to use Solvent Yellow as the common fiscal marker for gas oils and kerosene from 1st August 2002. HMC&E consultation period on the introduction of Solvent Yellow closed on Friday 8th March, the final outcome will be announced on April 17th, as part of the Spring Budget.
HSE DSEAR CONSULTATION
The HSE issued a combined consultation document on the Dangerous Substances and Explosive Atmospheres Regulations (DSEAR) on 18th February 2002. The consultation will run for 13 weeks after which the Regulations will be amended to take account of comments received

HSC PROPOSALS FOR CHANGES TO THE CONTROL OF ASBESTOS AT WORK REGULATIONS
The main amendment is to widen the definition and role of the duty holder, anyone responsible for repairing and maintaining premises will have to take action to:
1) identify the presence, location and condition of asbestos in their workplace
2) assess and control the risks identified
3) provide the information to anyone who may come in contact with the asbestos
